Hello TT Faculty members,

The parties met on November 21, 2018 for a final bargaining session prior to our first session with Federal Mediator, Brittney Howard, which will take place on November 28, 2018.  Although the administration presented counter-proposals on Article II (Recognition and Dues Deduction) and Article XIII (Medical Benefits), the proposals do not reflect any movement relative to earlier administrative proposals.  The language the administration presented for Article II was identical to their proposal of August 24th.  Their proposal on Article XIII differed from their original proposal of August 9th only in that it reflects the reality that, since the parties weren’t able to reach an agreement before open enrollment, our current healthcare benefits will continue into 2019.

In an alarming development, the administration notified AAUP-KSU that they will have University Counsel David Ochmann as well as outside counsel present at the mediated bargaining session on November 28th.  The parties had been conducting negotiations (as they did in 2015) without counsel present at the table.  Needless to say, this escalation may make it more difficult to make any progress with the help of the Federal Mediator.
